Botafogo is a candidate to manage Engenhão
A company linked to the club remains the only one registered for the bidding process, but Flamengo could be a partner.

Botafogo Company, which manages the club's business affairs, was the only company to submit a proposal to the city hall yesterday to manage the João Havelange Municipal Olympic Stadium, known as Engenhão, for 20 years. If the deal goes through, the club could enter into a partnership with Flamengo, as Botafogo president Bebeto de Freitas admitted yesterday. Flamengo would not have a stake in the stadium's management, but could play at the complex, sharing expenses. The documentation submitted to the Municipal Finance Department's Bidding Committee will be reviewed today.
The postponement of the process occurred because only late in the afternoon did the Municipal Court of Auditors (TCM) authorize the continuation of the bidding process, after reviewing the city's explanations regarding its reasons for offering the Engenhão stadium to the clubs for the minimum monthly fee of R$1.680. The city informed the TCM that the main objective of the concession was not to make a profit, but to reduce expenses. The Municipal Department of Sports and Recreation estimated the annual cost of maintaining the stadium at R$4,1 million.
One of the issues the Bidding Committee will analyze is the legal relationship between Companhia Botafogo and the club. The company was founded in 2003 and has no legal impediments to participating in bidding processes.
The club's liabilities amount to R$220 million
The club owes over R$220 million in federal taxes, which legally prevents it from participating in public tenders or receiving public funds. President Bebeto de Freitas maintains that these are distinct situations:
"Botafogo is a healthy company. There are no legal impediments to a subsidiary of a state-owned company sponsoring Botafogo. This was possible because the contract is with the company," Bebeto claimed.
Bebeto was at City Hall to deliver the documents with Flamengo president Márcio Braga. The two presidents had been discussing a partnership for six months. Botafogo's president ruled out the possibility of doing the same with Fluminense, which withdrew from the bidding process. Bebeto declined to confirm the names of the partners in the deal, as the bidding process required the participation of a company specializing in managing sports complexes. Yesterday, speculation swirled that one of the partners would be the AEG Sports group, which manages US soccer and basketball clubs and has promoted worldwide music tours with Paul McCartney and Bon Jovi.
Márcio Braga admitted that the partnership with Botafogo is a sort of Plan B in case the Gávea shopping mall doesn't get off the ground. Governor Sérgio Cabral announced the day before yesterday that he intends to review the authorization granted by his predecessor, Rosinha Garotinho, for the development's construction:
"The Engenhão is a Plan B even if the legal situation is resolved. The Flamengo project would take at least 30 months," said Márcio.

Next to the Maracanã Stadium, the Rio de Janeiro Football Federation building is far from a sports venue. With security guards on the sidewalk, plaster on the walls, and bars on the windows, it resembles a fortress. There's no trophy, player photo, or club colors to be seen, which are its reason for being. The organization's greatest asset, consecrated yesterday, is its ability to engage in politics and perpetuate itself in power. Early this afternoon, the current president, Rubens Lopes, was elected for another four years, defeating Francisco Horta by 269 votes to 29. Hours later, the Rio de Janeiro State Legislative Assembly (Alerj) rejected a request to open a Parliamentary Commission of Inquiry (CPI) to investigate the Federation. With 22 vice presidents, the Federation is already bloated. Despite the existence of a public works and maintenance department, the entity's building has been unfinished for years. The vice president of culture, education, and research is already known; the students' identities remain to be determined. The results of the legal and institutional areas are easier to measure. "It wouldn't be a management partnership between Botafogo and Flamengo, but rather a partnership for the use of the stadium," said Bebeto de Freitas, who added: "We will eagerly await the result, hoping to see the effort rewarded."
Botafogo's proposal was made through Companhia Botafogo, a company set up to manage the club's business affairs. In the case of their interest in Engenhão, the Rio de Janeiro club partnered with the American company AEG, a European-based bank with a presence in Brazil, and a European stadium management company.

However, Souza was also charged under Article 253 (assault), which carries a 120- to 540-day suspension if convicted. This is because, after being sent off, he punched Tcheco off the field.
Therefore, if he receives the minimum penalty under Article 253, Souza will be out of the Brazilian Championship. Flamengo will therefore have to negotiate a move abroad for the striker, as if he receives a 120-day suspension, he will be barred from playing in Brazil until the end of the year.
In fact, there is a good chance that Souza will be sentenced to at least the minimum penalty under Article 253. This is because the striker has already been indicted for assault in this Brazilian Championship.
In the June 10th match against Figueirense, the athlete was sent off for kicking an opponent while the game was stopped. Ten days later, he was tried, but Flamengo's legal department managed to dismiss the assault charge. Thus, Souza was punished under Article 254 and received a minimum two-game suspension.

The other two clubs interested in managing the stadium, Flamengo and Fluminense, did not submit bids. Fluminense cited issues with the bidding process and requested a longer review period, but its requests were denied.
Flamengo, however, did not submit any documents, but its president, Márcio Braga, went to city hall to monitor the bidding process. He confirmed that the club would not make the bid, but spoke of partnering with Botafogo to manage the stadium.
The suggestion caught Botafogo president Bebeto de Freitas by surprise. According to the director, there had been no contact regarding the matter, and he would have to speak with the companies Botafogo has partnered with before commenting on the possibilities of a merger with the red-and-black club.
According to the bidding rules, companies interested in operating the Engenhão stadium had to be affiliated with a soccer club. Botafogo partnered with the American company AEG, which manages, among other things, the Staples Center stadium of the Los Angeles Lakers, the American basketball team.
The minimum bid price for the stadium is R$1.680 per month, and the concessionaire will be responsible for the stadium's maintenance costs. The highest bidder will win. The concession term is 20 years.

The basis of the proposal, however, is not yet known, as the analysis of the documents is pending the Municipal Audit Court (TCM)'s review of the bidding process. "It could be called Plan B even if the legal situation is resolved. Construction of our project will take at least 30 months," explains Márcio Braga.
The proposal for the Engenhão stadium was submitted on behalf of Companhia Botafogo. According to Bebeto, it's a partnership between the club, a European company specializing in stadium management, and a bank headquartered abroad. The club president declined to elaborate on his plans for the Engenhão stadium, nor on the offer made to City Hall. He promised to present the project within 30 days of the bidding process being approved.
