In view of the current discussion and possible vote on the Sports Fiscal Responsibility Bill, the board of directors of Clube de Regatas Flamengo clarifies, in a clear and transparent manner, its position on the matter:

1. Flamengo sees this law as of fundamental importance for Brazilian football, not only because it helps to resolve the clubs' most immediate debts to the Federal Government, giving some of them the conditions to continue with their work, but mainly because of the unique opportunity we will have to modernize the management of national sport through the introduction of accountability and transparency measures. 

2. Therefore, since the matter began to be discussed in the National Congress in 2013, Flamengo has supported, among other measures, the counterparts that will require clubs to implement new administrative/financial procedures, hold managers accountable, and require them to present Clearance Certificates of Debt to participate in competitions. We hope that the law approved by Congress will effectively preserve these fundamental points. Without them, in our view, the bill will merely be an instrument for extending debts, producing no transformative effect on the structure of Brazilian sports, which, due to its capacity for media coverage, should serve as a positive example for society.

Because we believe that regaining our leadership in world football will only happen with a significant improvement in the management of the clubs - the true trainers of our athletes - Flamengo has taken measures such as cleaning up its debts and obtaining CNDs, the absolute concern for the transparency of its balance sheet, the inclusion of the accountability of directors in the Club's bylaws, among many others. 

We're living through an important moment for Brazilian football. We can't afford to waste it.
