The approval of the new Clubs of 13 statute was a dictatorial act, according to Flamengo president Márcio Braga, who spoke on behalf of the five disgruntled clubs—Atlético Mineiro, Botafogo, Cruzeiro, Fla, and São Paulo. The director emphasized that the proposal, which established a new structure for the organization, was not even discussed. He accused the organization's president, Fábio Koff, of manipulating the other members for his own benefit.

"The Club of 13 has long since become obsolete because it has become limited to discussing TV contracts. When we created it, it was intended to be a plenary session for discussions on topics related to Brazilian football, as well as a business platform," said the Flamengo president.

Braga said that all five disgruntled clubs left the meeting to make it clear that they had not participated in the approval of the statute.

– Dictatorship, and the way they drafted the statute, we have an imperial presidential system. The president says, "I'm in charge." And the clubs say, "Amen."

The director guaranteed that Flamengo, Atlético-MG, Botafogo, Cruzeiro and São Paulo will be united in all discussions on the matter.
