"In view of the news published in the press about the Gávea Revitalization Program, which reflects misinformation promoted by pressure groups opposed to the initiative, the Flamengo Board of Directors feels it is their duty to publish the following "Questions and Answers" (attached), in defense of the Club's financial interests and our commitment as citizens to the development and well-being of Rio de Janeiro society.
Regarding the possibility of participating in the management of Maracanã and Engenhão, the Board of Directors understands that it is perfectly compatible and coherent with the construction project of the new Gávea stadium.
Questions and answers:
The Gávea Revitalization Program, which includes the construction of the new Flamengo Stadium, is a project of great importance for the future of the Club. We've been in Gávea since 1932 and had an active stadium here until the 60s. However, we ceded part of the land for the construction of Mário Ribeiro Street and to facilitate the Lagoa traffic ring, helping to facilitate vehicle traffic between the South Zone and Barra da Tijuca. Since then, all that's left is a fragment of the stadium. Our goal is to enable the construction of the new stadium and revitalize the entire Gávea social and sports complex. Additionally, generate new revenue for Flamengo. The project, naturally, raises questions and criticisms. We've prepared this set of questions and answers to clarify the main aspects of the project and to demonstrate how we intend to make it a reality.
- What is the Gávea Revitalization Program?
The Gávea Revitalization Program consists of four projects: (1) construction of the Flamengo stadium; (2) expansion of the Olympic sports facilities; (3) expansion and completion of the clubhouse; and (4) construction of the Rowing Center of Excellence on Rodrigo de Freitas Lagoon. The completion of these four projects will revitalize not only the club but also its surrounding area in Rio de Janeiro's South Zone. The city will gain a sports complex in line with the trends of modern international sports venues.
- Will a stadium or a shopping mall be built?
Flamengo will build a stadium with a capacity of 30.000 fans, in accordance with FIFA standards. Six new indoor gymnasiums will also be constructed: four of the same size as the existing ones, one larger, preferably for Olympic gymnastics, and another with a capacity of 5.000 spectators, to be used for indoor sports matches. It will also be equipped with a stage to host various artistic and cultural events. Improvements will also be made to the water park and the clubhouse. Integrated with the stadium and the entire social and sports complex at the Gávea headquarters will be a large shopping, services, and leisure area.
- Why will there be a commercial area integrated into the stadium?
This commercial area was designed to provide economic and financial viability to the project and also to meet the expectations of contemporary fans who appreciate comfortable facilities and a wide range of services. The shopping and leisure area is part of the stadium's attractions and will be available to the public permanently, not just on match days. This is a modern and international trend: many sports stadiums built in recent years around the world are integrated with commercial and leisure areas. The same is true of other urban facilities, such as airports. Just because an airport has commercial spaces doesn't mean it ceases to be an airport. One example is Santos Dumont Airport, in our city, which has incorporated 150 stores.
- How will the commercial area be integrated into Flamengo Stadium?
The design for the entire complex was developed by the Gimenez Andrade architectural firm, under the guidance of Flamengo's Board of Directors, and will be submitted for approval by the Deliberative Council, along with the project's economic model. In addition to the stadium, it includes a set of gymnasiums, sports courts, and improvements to the water park and the clubhouse. The entire project is expected to cover 140 m², of which approximately 60 m² will be dedicated to parking and 24 m² will be dedicated to commercial areas. According to the plan, this space will include movie theaters, a food court, shops, a venue for conventions and other events, as well as common areas. The parking lot will have 1.836 spaces, 32% more than required by law.
- Why doesn't Flamengo keep the Maracanã or Engenhão?
We will continue to play our biggest matches in larger stadiums, such as Maracanã and Engenhão. However, Flamengo deserves and needs its own stadium in Gávea. This is an achievement not only for our football team, but for all of the club's athletes and members. In Gávea, Flamengo will revitalize the entire sports park and its social headquarters. It's worth remembering that most football matches in Brazil have attendances of fewer than 30. Only games with large attendances do not generate losses for clubs when held in large stadiums.
- What does Flamengo gain by building its own stadium?
Without its own stadium, Flamengo has to play away games even for home matches. At Gávea, all properties are and will continue to be ours, providing the club not only with revenue from performances but also with revenue from commercial and marketing activities.
- Why doesn't Flamengo build a stadium somewhere else?
Flamengo's home is Gávea. The club has been in Gávea since 1932. In the 60s, Flamengo ceded part of its old stadium to open Rua Mário Ribeiro, helping to facilitate vehicle traffic between the South Zone and Barra da Tijuca, in addition to giving up other facilities at its headquarters to facilitate the Lagoa Rodrigo de Freitas traffic circle. Our goal is to return the stadium to Flamengo and reinvigorate the Gávea headquarters for our members and the city. Flamengo deserves to have its own stadium again in this location, which is one of the most beautiful and valued areas of Rio.
- Is a 30-seat stadium suitable for Flamengo?
Yes. A 30-seat stadium meets Flamengo's needs, as the average attendance at our games is lower than this number. For games with larger attendances, Flamengo can rely on Maracanã and Engenhão, which hold 90 and 45 fans, respectively.
- Who defines the stadium capacity?
It's important to note that the exact number of seats in the stadium is calculated by the Fire Department, the agency with the legal authority to do so. In the licensing process for a project like this, the city government approves the project and the area to be built, and the Fire Department determines the maximum number of seats. Other estimates were used in the licensing process, but the official number approved by the Fire Department is 30.636.
- How was the project developed and for what purposes?
The construction project for the new Flamengo Stadium, integrated with the shopping and leisure center and other improvements at the Gávea headquarters, was developed at the initiative of Flamengo's Board of Directors, with the aim of providing the Club with a modern sports arena and revitalizing its headquarters. The project and its economic model were analyzed by the Club's technical committees and will be submitted to the Deliberative Council.
- Does the project already have the necessary authorizations and licenses?
Yes. After the city mayor approved the stadium construction project in December 2005, Flamengo obtained all necessary licenses and authorizations from municipal, state, and federal agencies. The club met all legal requirements. The project meets the urban and building standards established by law. The sidewalk setback will be increased by 6 to 9 meters, and the projected height will reach 24,8 meters, lower than the current 26,7 meters of the stands.
- Does the project require environmental and neighborhood impact reports?
No. Some people question whether environmental impact and neighborhood impact reports are required for our project. We can assure you that these requirements do not apply to our project. The location and occupancy characteristics of our land exempt us from the need for an Environmental Impact Report (EIR). The Neighborhood Impact Report is an unregulated matter. Flamengo was exempt from these two reports during the project's authorization process.
- Does Flamengo have the right to build the stadium with an integrated commercial area?
Yes. The purpose of the area will remain the same as that assigned by the former Federal District when it ceded the land to Flamengo in 1932: a sports field and related club facilities. Flamengo formally consulted the state government on this matter. All relevant agencies were consulted, and a letter was sent to the club stating that the state government's understanding coincides with Flamengo's. The project will enable the original purpose of the land ceded, enabling the reconstruction of the stadium under conditions that ensure its economic and financial viability.
- What will traffic be like in the region?
Traffic is a challenge in almost every major city in the world, and its improvement depends on technical solutions and the commitment of governments and society as a whole. Flamengo has contributed in the past, providing part of its old stadium and other facilities to improve traffic in the region. The new Flamengo Stadium will provide 1.836 parking spaces. This is 32% more than required by law and will help organize vehicle parking in the area. Furthermore, the Club is available to assist authorities in finding solutions to streamline the flow of vehicles during matches and other events at its facilities. These solutions will benefit not only Flamengo but all residents of the region. It is worth remembering that approximately 30 matches are held at this stadium annually, and that soccer matches take place on Wednesdays after 21 p.m. and on weekends after 16 p.m. Therefore, they do not coincide with rush hour.
- Is the population in favor or against the project?
In addition to the benefits for the Club, the investment in the stadium's construction, budgeted at US$75 million, will be a significant resource that will generate income, business opportunities, and thousands of direct and indirect jobs. Most people who learn about the project become supportive. We have no doubt that this support will grow as the project becomes more widely known. Some of the criticism comes from those who are not yet fully familiar with the project. Authorities and prominent figures have already publicly stated the importance of the Gávea Revitalization Program for Flamengo, the region, and the city of Rio de Janeiro.
- Who is against the project?
Projects of this nature always raise doubts and fears, and also mobilize opposing business and political interests. The biggest obstacle, however, is ignorance. We are confident that the benefits and precautions that guided the project will be understood. Flamengo will remain open to clarifying doubts and will launch a public communication campaign as soon as the project is approved by the Deliberative Council.
- Where will the money for the work come from?
The economic model for the project, which will be presented to Flamengo's Deliberative Council, provides for an open competition to select the company that will be financially responsible for developing the project. This company will be compensated for operating the commercial area of the project for a specified period. The winning bidder will be the company that offers the shortest period of time—that is, the one that returns the commercial complex to the Club in the shortest amount of time, and that also provides Flamengo with the best financial guarantees and business experience.
- How will this competition be carried out?
The company responsible for developing the project will be selected through an open competition. Based on pre-established qualification criteria, including suitability and experience in development and commercial management, the company that, in addition to the best financial proposal, offers economic and operational guarantees compatible with the nature and size of the project, will be selected. The Bidding Committee will analyze the proposals, which will forward its recommendation to the Board of Directors. The Board of Directors will then submit this decision for review by the Supervisory Board and the Finance, Public Works, and Legal Committees. The Deliberative Council will endorse the analysis of the results of the bidding process conducted by these bodies.
- Who will own the project?
Flamengo will be the sole and exclusive owner of the project. The area will remain the property of the Club, as will the entire complex to be built. The project's economic model, which will be proposed by the Board of Directors to the Deliberative Council, ensures Flamengo's ownership of the entire complex. The model provides that the company responsible for developing the project, to be selected through open competition, will be compensated through the right to operate the shopping and leisure center for a specified period. After this period, the operation and management of the commercial complex will revert entirely to the Club.
- What are the criteria for choosing the entrepreneurial company that will partner with Flamengo?
The proposed model foresees that the winning company will be the one that – after going through the pre-qualification process – takes on the entire project, in accordance with the project approved by Flamengo's Authorities, and returns the shopping and leisure center to the Club in the shortest period.
- What rights and revenues will Flamengo have with the new stadium, the shopping and leisure center and other facilities at the new Gávea Headquarters?
Flamengo will have new sources of rights and revenue, both directly and indirectly. Initially, the economic exploitation rights of the shopping and leisure center will be granted for a limited period to the winning bidder, but after the agreed period, they will revert entirely to Flamengo. Another important source of new revenue is the rights related to the stadium, such as: sponsorships, including naming rights (use of other brands in our physical space); ticket sales for games and shows; exclusive sales for products and commercial operations, etc. Not only the stadium, but also other facilities, such as the gymnasiums, for example, will generate new revenue for Flamengo. Finally, there is the indirect impact of the Gávea Revitalization Program on the Club's social and economic life. The renovation of Flamengo's social and sports park will attract new members, generating revenue for the Club and increasing the value of Flamengo members' property.
- Does Flamengo's management have the capacity to manage an enterprise of this size?
Flamengo will, within its jurisdiction and with the participation of specialized professionals, manage the stadium and other sports and social facilities of the Club. The management of the shopping and leisure center will be the responsibility of the company that wins the bid to build and finance the project, for the period determined in the bid.
