In order to clarify to members and the entire Nação Rubro-Negra about the progress of negotiations with the City Hall regarding investments in the George Helal Training Center, the board of directors of Clube de Regatas do Flamengo informs that, even after the delivery of all requested documents, the City Hall of Rio de Janeiro has not yet fulfilled the agreement and has not released the funds promised to the club.

Unlike Vasco da Gama, Botafogo, and Fluminense, clubs that have already benefited from municipal land grants for their training centers, Flamengo has yet to fulfill the Mayor's public promise of R$5 million to complete the Training Center. Unfortunately, the same criteria were not applied to all clubs.

Just to remind you of the entire agreement, the order of events is as follows:

- The first meeting with the Clubs took place in August de 2012, and the initial proposal called for the transfer of land to Vasco, Botafogo, and Fluminense, plus R$6,5 million in aid to each. Since Flamengo already owned land, it would only receive financial aid of R$9 million.

- The matter remained stagnant, and at the beginning of this year, more precisely on the day 15/02, the board had a meeting with the Mayor, when it was informed that Vasco, Botafogo and Fluminense would receive only the land and Flamengo the amount of R$ 5 million.

- On the day 19/03During the launch ceremony of a book honoring Zico, the Mayor publicly announced the release of the aforementioned R$5 million to Flamengo. This news was widely publicized by the City Hall's press office.

- On the day 20/03, the transfer of land in favor of Fluminense was published in the Official Gazette (below) (land valued at approximately R$ 38 million).

- On the day 02/04, the transfer of land in favor of Botafogo and Vasco was published in the Official Gazette (below).

In July of this year, Flamengo's board of directors had another meeting with the Mayor, at which time the promise of immediate release of funds was reiterated.

Since then, all documents requested by City Hall were promptly delivered by Flamengo.

To date, despite constant contact, the CRF has not received anything at all.

It's worth noting that Flamengo is the only team capable of having its training center ready by the World Cup, one of the City Hall's previous goals in reaching an agreement with the clubs. The promised funds would cover this exact goal.

Finally, it is also very strange that the Public Prosecutor's Office has initiated an administrative procedure questioning only the transfer in favor of Clube de Regatas do Flamengo, since, unless I am mistaken, there was no questioning whatsoever about the transfer of land in favor of the other three clubs, which, incidentally, were worth much more than the 5 million promised to Flamengo.

If it is not possible to fulfill the financial promise, the Nação Rubro-Negra hopes, at least, that justice will be done, and that Clube de Regatas do Flamengo will be treated equally, receiving land of similar dimensions to those granted to the other three clubs.
