Still awaiting the R$5 million promised by Rio de Janeiro City Hall, Clube de Regatas do Flamengo has had a state-level incentive bill approved for the George Helal Training Center, known as Ninho do Urubu. With this funding, Flamengo will be able to use up to R$12.554.805,03 to invest in three modules of the training center. The initiative was approved because the current administration has already paid over R$50 million in taxes, including current and past due taxes, in 2013 and recovered all of its Negative Debt Certificates (CND). The Flamengo board has already received government approval for six projects.

Now, the search is on for agreements with companies willing to have their name associated with the project. According to Alexandre Wrobel, Flamengo's VP of Assets, talks with some companies are already underway, and the club is expected to secure a large portion of the total funding by the end of October. In the coming weeks, the board also plans to secure federal approval for a project that includes improvements to eight other modules at the George Helal Training Center.

- State tax waiver in favor of companies interested in using the ICMS to be paid to sponsor the project.
