Next Wednesday (14), at 21 pm, Ilha do Urubu will host the first game under Flamengo's administration, against Ponte Preta, on Ilha do Governador. For the debut match in the new facilities, the City of Rio and Flamengo offer guidelines for greater comfort and safety for fans and local residents.

 

A special transportation plan has been prepared for access to the stadium, with increased fleet size, route changes for bus lines, and even a special bus service to connect the Fundão BRT Terminal on the Transcarioca line to the stadium. All traffic management will involve traffic guides, inspectors, and assistant inspectors from the Municipal Transportation Secretariat (SMTR), who will use operational vehicles to maintain traffic order. SMTR technicians will monitor the entire operation with cameras at the Integrated Urban Mobility Center of the Rio Operations Center (CIMU - COR). No parking areas will be created for the event; therefore, the use of private vehicles is not recommended. City tow trucks will be stationed at strategic points and circulating within the event area to suppress illegal parking and ensure traffic flow. In addition to the usual routes, Flamengo fan club members will have an exclusive benefit. The North and East sectors are already sold out for the match. Season ticket holders with an active membership card at the time of purchase can access the stadium with it, but it is important that they bring their ticket voucher to verify access to the stands. Free admission (children under 12, adults aged 65 or older, and people with disabilities and their companion) is restricted to the North sector and subject to the sector's physical capacity. The City Hall, through CET-Rio (Rio de Janeiro's traffic management company), has prepared a special traffic plan for the main access roads and surrounding areas of the stadium. The traffic operation will begin in the early morning with preventive actions and will involve 120 personnel, including Municipal Guards, CET-Rio controllers, and traffic support staff, with ten operational vehicles and ten motorcycles, who will work to maintain traffic flow, prevent illegal parking, manage intersections, guide pedestrians, and implement road closures throughout the event.

 

Still aiming to ensure smooth traffic flow, CET-Rio technicians will be monitoring the situation with cameras and implementing adjustments to traffic light programming through the Rio Operations Center (COR). Ten variable message signs will be used to inform about traffic conditions, road closures, and detour routes. There will also be special signage in the area, providing advance warning to the public with banners and signs.

 

On the day of the game, Wednesday (14), at 17 pm - four hours before the match - road closures will begin around the stadium. The road closures aim to ensure the safety of fans traveling and to prevent residential roads from being occupied in a disorderly manner by fans' vehicles. The roads will be reopened after the crowd has left the event, expected to be two hours after the end of the match. The road closure area includes the following roads*:

One of the measures to optimize the flow of people and vehicles around the game venue consists of allowing only residents' vehicles to circulate on the closed streets, which will only occur on the day of the match, during the four hours before the game. In addition to signage with banners and signs alerting residents to the traffic changes in the area, residents of the Portuguesa houses and the Santa Cruz, Santos Dumont, and Rubem Berta (Aerobitas) condominiums have had their vehicles registered to access certain roads using a numbered and identified sticker affixed to their car windows. Explanatory pamphlets are also being distributed by the Regional Superintendence of the Island to inform residents about the changes.

 

 

General recommendations:

 

- Give preference to public transportation: There will be NO parking available for vehicles in the vicinity of the event;

- Respect no-parking zones: SEOP tow trucks will be used to enforce illegal parking;

- Due to increased demand on Estrada do Galeão, drivers should avoid the area, especially in the period leading up to the game (3 hours before) and 2 hours after the end of the match; drivers who cannot avoid the area should give preference to the route via Estrada das Canárias;

For your safety, passengers should only board at designated points;

The City Hall recommends that people purchase Rio de Janeiro's integrated transport card (Bilhete Único Carioca) with the corresponding credit load to expedite boarding;

- The Transcarioca BRT operates 24 hours a day, and there will be occasional service running only between the Fundão Terminal and Ilha do Urubu during the event's entry and exit times.

It is very important that the instructions of the traffic officers and all signage in the area are respected.

The City Hall recommends that people with flights departing from Galeão International Airport move their travel times forward, as there is a possibility of traffic congestion on Estrada do Galeão and Linha Vermelha due to the game and the exodus from the city (holiday eve).

 

To get to the event, the City Hall and the Flamengo Rowing Club recommend using public transportation. The region currently has a fleet of approximately 270 buses, which will receive operational reinforcement, especially for the departure from the event, with a special operation to handle the additional passenger flow. In addition to the lines that already operate normally, a special service will be operated on the day of the game, June 14th, between the Fundão BRT Terminal, located on Ilha do Fundão, and Ilha do Urubu, where users can connect to the Transcarioca BRT. h. any type of animal, except guide dogs. In this case, a FAN OR SPECTATOR at the stadium who intends to enter with a guide dog must present the original documents, or an authenticated copy thereof, proving their visual impairment; and proving the dog's qualification as a guide dog, according to the parameters established by the applicable regulations;

i. any promotional or commercial materials, including but not limited to posters, flags, signs, symbols and leaflets or any type of promotional object, material or clothing;

j. bowls and projectiles, regardless of size; 

k. Gas spray cans, corrosive substances, flammable materials, paints, or receptacles containing substances that are harmful to health or highly flammable. Common pocket lighters for cigarettes are permitted; 

l. bulky objects such as ladders, benches, folding chairs, boxes and cardboard containers. "Bulky" means any object larger than 25cm x 25cm x 25cm that cannot be stored under the bleacher seats;

m. large quantities of paper or rolls of paper;

n. instruments that produce large volumes of excessive noise, such as megaphones, sirens or gas horns; 

o. any musical instrument, including vuvuzelas, without authorization by official letter from the SPECIAL STADIUM POLICING GROUP;

p. instruments that emit laser beams, laser pointers or similar objects;

q. large quantity of powder, flour or similar; 

r. Use of electronic equipment and drones that may endanger the physical safety of stadium attendees;

s. other objects that compromise public safety and/or harm the reputation of the event, as assessed at the sole discretion of the police authorities and the crisis committee of the Ilha do Urubu Stadium;
