1) TICKET SALES
Even though tickets went on sale six days in advance, most fans left their purchases until the day before and on the day of the game. As a result, we once again witnessed long and uncomfortable lines to buy tickets and received numerous complaints from fans.
2) PUBLIC ACCESS TO THE STADIUM
Until 20:30 p.m., access was calm, with few fans. After this time, traffic around the stadium became chaotic, especially on São Francisco Xavier Street. The reopening of Maracanã Avenue in the Tijuca–Centro direction facilitated traffic flow. The massive presence of street vendors around the stadium and on the ramps leading to the lower seats made it difficult for fans to enter and exit.
3) STADIUM ENTRANCE
Starting at 20:45 p.m., the entrance for fans, especially those at Belini Stadium, became very complicated and crowded. Fans, lacking any incentive to get to the stadium early, have become accustomed to arriving just before kickoff. This creates a huge commotion, creating a narrow passageway leading to the turnstiles. Because the influx of fans far exceeds the designated space, access to this passageway is impossible. To make matters worse, the Military Police use menacing horses in a futile attempt to organize the entrance, causing anguish and fear, especially among women and children. We advise fans not to wait until the last minute to enter the stadium. It is best to arrive at least 2 hours in advance for games with large crowds. We noticed that, on the access ramp 5 of the lower seats (access through the Museu do Índio), the left side of the turnstiles has a temporary isolation grid, which makes it difficult to control the public's entry, due to the ease of access.
4) PUBLIC
The attendance was 62.026 paying spectators and 72.062 in attendance. The revenue announced by SUDERJ was R$896.523,00. We did not witness any acts of aggression inside the stadium. However, we noted the presence of street vendors in the outer ring of the stands (yellow seats, to the right of the radio booths), offering unofficial Flamengo shirts. The vendor even used several stadium trash cans as counters! We also noted the presence of several vendors selling water and soft drinks that are not affiliated with the official bars. In the lower seats, the audience, unfortunately, is not respecting the rights of those sitting behind and insists on watching the game standing up, and sometimes standing on the seats. The visibility in this location is privileged, there is no need to watch standing up. Shortly before the end of the first half, for no apparent reason, several police officers took up positions behind the goal to the left of the stands, hindering the view of the game for hundreds of fans in the lower seats, who were unable to fully witness Flamengo's first goal. The overcrowding in the green stands to the left of the stands caused a fence to break, causing minor injuries to approximately 30 fans.
JECRIM - There was only one incident of contempt and one instance of theft, in which the perpetrator was taken to the 20th DP.
PM/GEPE - We learned from the press that there was a confrontation between Flamengo and Corinthians fans near the UERJ ramp, which was contained in time by the Military Police. We have not received any reports of incidents inside the stadium.
SUDERJ - We witnessed the work of employees at all stadium entrances, entertaining and welcoming the public. Restrooms in all areas were in good condition. We would like to once again thank Mr. Fernando Pedroza and all the staff in the Engineering Department for their cordiality and helpfulness.
5) ORGANIZED FANS
We highlight the presence of the flag-bearing number 12 shirt that appeared on the Jovem fans' fan base. The fans actively participated throughout the match.
6) MAIN OCCURRENCES
Recording the large number of attendances (70) in the medical department of Maracanã.
7) PARKING
There were no major problems this time. The tow trucks barely worked. We'd like to remind you that there's only public parking at Gate 13 of the Maracanã Stadium. Therefore, it's best to arrive early to find parking there, at UERJ, in spaces opened by CET Rio on Radial Oeste and Manoel de Abreu, or in nearby supermarkets and parking lots. It's worth noting that the Gate 13 parking lot was well organized, ensuring a smooth exit for all cars.
8) TRAFFIC IN THE SURROUNDING AREA
Traffic on São Francisco Xavier Street was chaotic before the game and immediately after. As always, traffic on Eurico Rabelo Street was complicated, mainly due to the triple-queue of police buses. However, overall, the flow was quick.
9) GEASE ACTIONS
To avoid rushing to buy tickets, we recommend purchasing tickets in advance for the next two games, against Santos and Atlético Paranaense. Except for November 02nd and 04th, tickets will be sold at the usual ticketing locations.
In partnership with SUDERJ, starting with the match against Santos, GEASE-Fla will be showing Flamengo videos on the big screens to entertain fans. This will encourage fans to arrive at Maracanã earlier, thus avoiding crowds at the entrance.
We hope to have a meeting with Secretary Eduardo Paes early next week to, together with SUDERJ, establish mechanisms for ongoing interaction. The meeting will discuss and seek solutions to some of the problems outlined in this report.
