Special Group Joy and Safety in Stadiums – GEASE-FLA
Red-Black Nation Project
Vice-Presidency of Planning
1) TICKET SALES
The pilot program that the FERJ Ticketing Commission has been developing at Maracanã Stadium had its biggest test in this match. More than 30.000 fans decided to purchase their tickets on match day. The result was quite satisfactory. We were able to monitor the waiting times in the lines, which were around 25 minutes, compared to two hours in the normal process. The presence of guides and fences separating the ticket booths, in addition to posters, greatly facilitated the flow of fans.
They demonstrated to ticket salespeople that with organization, guidance, and respect for fans, fans respond positively and wait patiently for their turn to buy. Fans want and deserve quality service.
We interviewed several fans and, even at the most critical time (from 15:00 pm to 17:00 pm), they were satisfied with the service.
We suggest some adjustments, such as having guides with megaphones directing fans to the correct lines, or those who want to buy tickets in full, to go to the correct ticket offices.
We also suggest a separate ticket office for special seating. According to the Ticketing Committee members, this request has already been made.
We found that the presence of a police officer at the front of the line will make the guides' work safer, preventing undesirable behavior from some fans, such as "jumping" the lines.
Finally, we congratulate FERJ on this initiative! We hope that in 2009, all State Championship games will follow this procedure.
We also encourage fans to arrive at least two hours in advance to avoid crowds. Fans purchasing half-price tickets should bring the required documents with them. Please note that purchases for children under 14 can only be made with the presence of a legal guardian, who must have the child's ID or birth certificate. If they are not related, the guardian must bring a legal guardianship document issued by the Juvenile Court.
We once again remind fans to avoid buying tickets from scalpers to avoid embarrassment. Currently, the ticket sales process is computerized. Therefore, our professionals can determine the card's origin using the card's identification number.
We also remind you that minor fans over 14 years old who purchase a half-price ticket must have an identity document and a document proving that they are studying (tuition fee slip or certificate proving that they are attending school, when public).
2) PUBLIC ACCESS TO THE STADIUM
Traffic at the entrances to Maracanã Stadium was heaviest after 15:00 p.m. Those arriving by subway and train encountered no difficulties, despite the heavy traffic. These modes of transportation are certainly more convenient and safer.
3) STADIUM ENTRANCE
With visual programming on site and the installation of gates and bays for inspection before arrival at the turnstiles, there was an improvement in the entry flow.
For games other than regional classics, fans can avoid long lines by entering via the ramp in front of UERJ. This entrance is usually much less popular.
4) PUBLIC
O public was from 59.678 payers quality 63.386 gifts. income was R$ 1.166.807,00

Game Summary/Boardboard:
http://www.cbf.com.br/flamengoxpalmeiras
Medical Department - 34 cases were recorded, 32 of which were non-serious and two were removals (alcoholism).
The Medical Department urges fans taking medication for hypertension, diabetes, or various other conditions to come properly medicated or bring their own. A football match is a thrilling experience! So, it's best to come prepared and prepared!
SUDERJ –
We ask for help from the organized fan groups located in the yellow sector to advise fans about the consequences of this act, which is being observed through cameras.
Any fan caught vandalizing stadium property will be detained and brought to summary trial. Fans from organized fan groups may be punished.
JECRIM – There was only one occurrence, for contempt.
5) ORGANIZED FANS
We remind fans that Maracanã's internal and external monitoring system is fully operational. Therefore, all acts of harm to property and citizens are being monitored and recorded and will be used as evidence against the offenders.
Fans, think before taking any harmful action!
We had the presence of the 13 certified Embassies: FLA-Manaus, FLA-Fortal, Fla-São Luis, FLA-Recife, FLA-Natal, FLA-Bahia, FLA-Jequié, FLA-Sertão Juazeiro, FLA-Jacobina, FLA-Governador Valadares, FLA-Minas, FLA-Vitória and FLA-Joinville, in addition to FLA-Paraná.
6) MAIN OCCURRENCES
Two occurrences worthy of note:
The pilot project for organizing ticket sales and entry to the stadium, planned by FERJ, with consultancy from Mr. Marco Aurélio Klein and support from SUDERJ and GEASE-FLA.
We hope that, starting with the 2009 Carioca Championship, this project will become a reality.
The confused arrival of the Mancha Verde fans at the Stadium, at 15:30 pm, proved to be inopportune and the logistics were wrong, causing moments of tension and panic among the vast majority of peaceful fans who were heading to the entrance and the large number who were at ticket office 8.
Commotion upon arrival of Palmeiras' organized fans
We suggest that, to avoid confrontation and consequent disruption:
- That the opposing fans enter the stadium at least 3 hours before the start of the game or with the game in progress;
- Entrance must be made on the right side of the UERJ ramp, avoiding proximity to ticket office 8, the most popular;
- Isolation must be implemented in advance and fans must be informed. The massive uproar was mainly due to misinformation.
7) PARKING
We remind fans once again that anyone who parks on the sidewalks of the stadium's side streets runs a significant risk of having their car towed. Parking attendants, upon seeing the tow trucks, disappear unpunished. Be aware!
O UERJ parking lot is a good option, but fans should arrive early. Other options include Rua General Canabarro and cross streets, the Extras parking lot on Rua Mariz e Barros and Avenida Maracanã, and the underground parking lot of the Administrative Center (Piranhão).
Beware of CET Rio signs indicating parking restrictions. Parking is permitted on Rua Manoel de Abreu, on the Joana River side. Pay attention!
8) TRAFFIC IN THE SURROUNDING AREA
Traffic was heavy, with delays on Radial Oeste and São Francisco Xavier. However, 45 minutes after the match ended, traffic flow returned to normal.
9) GEASE ACTIONS
GEASE-FLA has entered into an unprecedented partnership with the Brazilian Red Cross, RJ branch, to train volunteers in first aid and provide guidance to fans in the event of incidents in stadiums.
GEASE-Fla has already made the results of the survey with fans available on its website www.gease-fla.com.br.
We are in contact with SUDERJ and GEPE, seeking alternatives that provide fans attending the game with basic comfort conditions. We believe that the right to purchased seats is a key factor in finding adequate logistics, and we know that these agencies have the necessary expertise.
We remind you twistedr, especially those accompanied by minors, who seek to buy the ticket in advance or, if you do it on the day of the game, arrive early to avoid crowds. ticket offices and turnstiles. O GEASE-FLA, in partnership with FLATV and SUDERJ, is looking to entertain fans who arrive early with videos and goals.
O fan who wants to send messages, whether complaints, reports, questions or suggestions regarding the Flamengo games at Maracanã, can do it, accessing the website of GEASE-FLA (www.gease-fla.com.br) and clicking on Ombudsman Office. O GEASE-FLA will be happy to clarify any doubts and provide the necessary information.
Attention to fans who wish to participate as volunteers at Maracanã. Show your interest by visiting our website (www.gease-fla.com.br), clicking on “volunteers” and registering.
