The Chamber of Deputies approved, this Wednesday (May 13th), Complementary Law Project No. 21/2026, which establishes the Special Tax Regime for Sports Associations (RETAD). There were 421 votes in favor, only three against, and one abstention. The project now goes to the Federal Senate, where it will be crucial to ensure the maintenance of the advances achieved.

Flamengo recognizes and highlights, in particular, the role of leaders who were fundamental in this process:

• Deputy Hugo Motta (PB) - President of the Chamber of Deputies
• Representative Roberto Duarte (AC) - Author of the Bill
• Deputy Dr. Luizinho (RJ) - Rapporteur of the Project
• Leaders of the parliamentary groups that supported the bill in plenary session.

Flamengo also thanks the institutions that are working together for the cause of Brazilian associative and Olympic sports, such as:

• Brazilian Club Committee (CBC)
• Brazilian Olympic Committee (COB)
• Brazilian Volleyball Confederation (CBV)
• Rio de Janeiro State Football Federation (Ferj)
• National Confederation of Clubs (FENACLUBES)
• Clubs and training entities throughout the country: Sport Club Corinthians Paulista, Esporte Clube Pinheiros, Club Athletico Paulistano, Grêmio Náutico União, Minas Tênis Clube, Praia Clube and Centro Olímpico.

This collaboration demonstrates that the issue transcends individual interests and represents a structuring agenda for national sport.

The focus is now on the Federal Senate. Flamengo will remain mobilized, alongside its partners, to ensure the final approval of RETAD and consolidate a fairer environment for the development of Brazilian sport.
