CLUBE DE REGATAS DO FLAMENGO, FLUMINENSE FOOTBALL CLUB, SAF BOTAFOGO, SANTOS FUTEBOL CLUBE, SÃO PAULO FUTEBOL CLUBE, SOCIEDADE ESPORTIVA PALMEIRAS, SPORT CLUB CORINTHIANS PAULISTA and VASCO DA GAMA SAF, gathered together as the so-called “Clubs of Series A of the RJ x SP Axis”, come together, as an emergency measure, without prejudice to other clubs that may subsequently express their views in the same way, to express our concern about the imminent regulation, by Provisional Measure, of Law No. 13.756/2018, which “provides for the National Public Security Fund (FNSP), the allocation of lottery proceeds and commercial promotion and the lottery modality called fixed-odds betting”.

It is public knowledge that companies that operate the services of so-called fixed-odds betting, popularly known as “Bets” or electronic betting, use the brands, symbols, names, images and sporting events of major clubs and are currently responsible for significant marketing revenues obtained by the country's Football Clubs.

Likewise, although electronic betting sites allow bets on a wide variety of sports, it is undeniable that the largest volume of transactions occurs with the major Brazilian football clubs.

In this sense, it is surprising to the Big Clubs of the RJ x SP Axis that the regulation proposal is made without the Clubs having been consulted or having been given a voice to suggest improvements and adaptations to Law No. 13.756/2018, and without due discussion.

It is essential that Football Clubs have direct participation in legislative discussions involving the regulation of the activity of electronic betting companies, allowing them to position themselves clearly and publicly regarding what they consider fair and correct regarding said regulation, since no one is authorized to represent them in this debate. 

As Football is one of the greatest national assets, it is unacceptable that discussions of this importance be held without the participation of Football Clubs. 

There are relevant issues to be discussed, such as compensation for the use of Club brands and events, as well as careful tax treatment, to avoid the risk of collapse of the activity, which would bring great losses to everyone.

Therefore, the Big Clubs of the RJ x SP Axis hereby request direct participation in the debates, trusting that the Executive Branch and, subsequently, the Legislative Branch, will adopt all necessary precautions, allowing broad participation of Brazilian Football Clubs in this relevant and valuable discussion.
