Brazilian football clubs hereby request the immediate withdrawal from the agenda of Bill (PL) No. 1.825 of 2022 (Chamber of Deputies Substitute for Senate Bill – PLS – No. 68, of 2017), which establishes the General Sports Law, in addition to amending and repealing several legal diplomas relevant to sports.  

The Clubs are not against the General Sports Law, but rather the way it was put back on the agenda despite the public hearings held in the Chamber of Deputies with the participation of all stakeholders in Brazilian sports, through Bill No. 1.153 of 2019.

The broad legislative debate, with the participation of all, enshrined in the Federal Constitution of 1988, is the reason for the existence of the Democratic State of Law, which is why it is necessary for the Clubs to be heard and participate in the process of drafting the PL.

Thus, the Clubs express great concern about the “Opinion (SF) No. 21/2023”, reported by Senator Leila Barros, which dismissed all the premises and discussions held in PL 1.153, and returned PL 1.825 to the agenda with insertions made without the due legislative process, democratic deliberation, and which affect the economic, real and legal context of Brazilian football.

Therefore, it is essential that the vote on Bill No. 1.825 of 2022 be removed from the agenda and that the right to analysis and hearing of all sports protagonists not be restricted.

This is the request made by Brazilian football clubs to the Presidency of the Senate.
