Clube de Regatas do Flamengo will submit a formal request to the National Agency for Regulation and Sustainability of Football (ANRESF) and the Brazilian Football Confederation (CBF) for support of the Brazilian Football Sustainability System, suggesting the issuance of an Interpretative Resolution and Complementary Regulatory Measures.

The main objective is to prevent legal debt restructuring mechanisms from being used to obtain an unfair sporting advantage.

Flamengo's Commitment to the Evolution of Brazilian Football

This initiative is not isolated. It is part of Flamengo's ongoing and proactive institutional agenda focused on modernizing our sports ecosystem. The club has been a leading player in fundamental issues such as:

• Financial Sustainability and Fair Play: Formulation of formal and detailed proposals to improve rules that guarantee financial balance and fair competition among the associations, which led to the creation of the SSF and ANRESF.

• Infrastructure and Standardization of Playing Fields: Advocating for the establishment of rigorous and uniform technical criteria for playing fields, raising the quality of the spectacle, through technical studies and formal proposals for adaptation and gradual transition to the CBF (Brazilian Football Confederation).

•⁠ ⁠Modernization of Regulations and Calendar: Active contribution to regulatory revisions of the General Competition Regulations, aiming to enhance national competitions and protect the physical integrity of athletes.

• Creation of the New League: Support for institutional dialogue and the structural foundations for the formation of a strong, united, and commercially competitive league at a global level, with a detailed study of 66 proposals for the formation of a modern and profitable league in Brazil.

Flamengo's goal is clear: to drive the structural transformation of Brazilian football in order to soon consolidate the country as the 3rd largest national football league in the world in terms of market value, governance, and quality of service. This leap in status will only be possible with clear rules, effective oversight, and legal certainty.

Summary of Flamengo's proposals and requests to ANRESF and CBF.

As this is the first transfer window under the regulations concerning financial recovery processes, Flamengo has identified operational gaps and opportunities for clarification and supplementation of regulations, and therefore submits the following regulatory suggestions to ANRESF:

1) Clear Timeframe: Defining that only the main Judicial Reorganization protocol (and not prior precautionary measures) is the benchmark for the application of the financial restrictions foreseen in the Regulation, which closes a legal loophole that is being used by clubs and SAFs (Sociedades Anônimas de Futebol - Football Corporations) to circumvent the beginning of the application of Financial Fair Play in Brazil.

2) Certificate of Financial Compliance (BID): Make it clear that the monitoring of new athlete registrations regarding strict compliance with payroll limits and the investment ceiling in transfers is carried out before publication in the BID, and not after the end of the transfer window. If the control occurs afterwards, the sporting disadvantage to those who comply with the Law will already be consolidated.

3) Combating Expense Manipulation: Encourage the agency to actually use its oversight power during a retrospective period (90 to 180 days before the declaration of judicial reorganization), so that ANRESF applies its verification to the accounts of clubs and SAFs, preventing artificial increases in payroll before requests for judicial reorganization.

4) Effective Sanctions During the Season: Recommend to ANRESF that the application of point deductions foreseen in the fair play regulations be carried out during the championship in which the infraction occurred, and not postponed to the following year. This way, the competition becomes sportingly fair for those who comply with the current law. And apply the provision for holding the managers involved accountable in case of non-compliance.

5) Preventive Action and Transparency: Urge ANRESF to position itself as amicus curiae (interested party) in legal proceedings, so that the voice of the football community is heard by the judges who handle the RJ (judicial reorganization) processes, and not just the perspective of those requesting judicial reorganization.

6) Direct coordination between ANRESF/CBF and FIFA: This is so that FIFA's decisions, especially the lifting of transfer bans, are preceded by an analysis of the serious negative impacts and incentives that this measure causes within the financial health and long-term stability of the entire Brazilian football community.

Strengthening regulatory bodies and demanding strict compliance with legislation is the only way to ensure sporting justice and the longevity of Brazilian football.
