The State Secretariat for Women presented to the Clube de Regatas do Flamengo actions to prevent and combat violence against women, which are part of the national program "Before it Happens". In a meeting on Monday morning (16) with president Rodolfo Landim and representatives of the board of the Gávea club, the State Secretary for Women, Heloisa Aguiar, and the First Lady of the State, Analine Castro, extended the invitation for the Rubro-Negro to sign the adhesion to the program.

"We are very happy that Flamengo has already accepted the invitation to join the "Before It Happens" program. The State Secretariat for Women already does a great deal of work with Rio de Janeiro teams. It's much more than soccer. It's about the lives of the people around us," said the state's first lady, Analine Castro.

The "Before It Happens" program is a national initiative to strengthen public policies aimed at protecting women. One of its goals is to align technology and innovation in monitoring women who are victims of domestic and family violence. The Rio de Janeiro State Government was the first to join the program, in May of this year.

"Flamengo already carries out some initiatives in defense of women, and the U-17 men's soccer team received one of our lectures from SerH, the Service for Education and Empowerment of Men, in August at Ninho do Urubu. We want to strengthen this bond. By signing the "Before It Happens" program, our initiatives in defense of women's rights will gain a powerful ally, amplifying the message against any type of gender-based violence. We are working to unite all soccer teams in this cause for girls and women in the state of Rio," said Heloisa Aguiar, State Secretary for Women. 

For Landim, combining the actions already developed by the club for women with the "Before It Happens" protocol is a joint effort to address cases of violence:

- We will complement the actions and reinforce our social role in this cause that is so important for the whole of society.

Program unites technology and data
The "Before It Happens" program was developed by Federal Deputy (PL-RJ) Soraya Santos and Senator Daniella Ribeiro (PSD-PB), in a joint effort with the Rio de Janeiro Court of Justice. The Federal Supreme Court (STF) and the National Council of Justice (CNJ) also signed the memorandum of understanding to implement the program's actions. In the state of Rio de Janeiro, the program is coordinated by the State Secretariat for Women, with joint efforts by the State Secretariats of Public Security, Health, Science and Technology, and the Court of Justice (TJRJ).

"Joining the "Before It Happens" program has intensified the integrated work carried out by our departments, other agencies, and institutions. Furthermore, it reinforces the State Government's commitment to supporting women," says Heloisa Aguiar.

As part of the "Before It Happens" program, the government opened the Multiviolet Space in July at the Heloneida Studart State Women's Hospital in São João de Meriti. The space is dedicated to welcoming women victims of violence, with a multidisciplinary care protocol and a humane approach, staffed by gynecologists, psychologists, social workers, and nurses. The goal is for the initiative to reach 34 units in the state health network.

The "Before It Happens" program established new care flows in health units for women victims of violence. The system includes data collection, consolidation, and analysis, pre- and post-exposure prophylaxis for sexually transmitted diseases, such as HIV, emergency contraception, pediatric prophylaxis, and viral hepatitis prophylaxis.

The program also includes the improvement of existing tools, such as the Rede Mulher app, which has a "panic button", among other features.
